Check these before you call
These are safe, take a few minutes, and one of them can prevent an expensive failure. None of them involves opening the outdoor unit or touching refrigerant lines.
1. The thermostat
Set to COOL, with the target several degrees below the current room temperature, and fresh batteries in it. If the fan is set to ON rather than AUTO, air keeps blowing from the vents between cooling cycles and feels warm, which is commonly mistaken for a failure.
2. Both breakers
A split system usually has two: one for the indoor furnace or air handler and one for the outdoor condenser. If the indoor fan runs but the outdoor unit is dead, the outdoor circuit is the first thing to check. If a breaker trips again straight after resetting, leave it and get it looked at.
3. The filter
A blocked filter restricts airflow across the evaporator coil, which is the leading cause of a coil freezing solid. If light will not pass through the filter, replace it.
4. The outdoor unit
Clear grass clippings, leaves and anything stacked against it, and aim for a couple of feet of clear space around it. A condenser coil packed with cottonwood fluff or clippings cannot reject heat, and the system runs and runs without getting anywhere. Rinsing the coil gently from the outside with a garden hose, with the power off at the disconnect, is within reach for most homeowners — a pressure washer is not, because it bends the fins.
5. The condensate drain
If cooling has stopped and there is water around the furnace or air handler, a clogged condensate line has probably tripped a float switch and shut the system down deliberately. That is the safety working correctly. Clearing the blockage is routine work for a technician.
Leave these alone
Do not open the outdoor unit’s electrical panel — capacitors hold a dangerous charge after the power is off. Do not attempt to add refrigerant: handling it requires EPA certification, and the do-it-yourself cans sold for cars can damage a residential system and contaminate the charge for whoever works on it next. Do not spin a stalled fan by hand.

Why an air conditioner has to do two jobs here
Cooling a house in Western Pennsylvania is as much about removing humidity as lowering temperature. Air passing over a cold evaporator coil gives up moisture, which is why your system produces a steady stream of condensate all summer. A house at 74 degrees and 45 percent humidity feels comfortable; the same house at 74 degrees and 65 percent feels clammy and unpleasant.
This is the reason an oversized air conditioner is a real problem rather than a harmless margin of safety. An oversized system satisfies the thermostat quickly and shuts off, so it never runs long enough to wring meaningful moisture out of the air. The result is a house that hits its set temperature and still feels damp, plus more wear from constant starting and stopping. If a contractor proposes going up a size because the house “never seems cool enough”, ask them to do a load calculation before they proceed.
What each symptom usually points at
Outdoor unit completely silent, indoor fan running
Check the second breaker. Nearly every split system has two circuits, one for the indoor air handler or furnace and one for the outdoor condenser, and homeowners routinely check only the one they know about. There is also usually an outdoor disconnect box near the condenser. Beyond that, the common causes are the contactor, the capacitor, or a condensate float switch that has cut the call for cooling.
Cooling is weak on the hottest days but fine otherwise
This pattern points at a system that is marginal rather than broken — a slightly low charge, a dirty condenser coil, or duct losses through an unconditioned attic or crawlspace. It is worth having looked at before the next heat wave rather than during it, when contractor availability may be tighter because total failures first.
Short cycling — starting and stopping every few minutes
Cooling short cycles are usually an oversized system, a low charge, an electrical fault, or a thermostat placed somewhere unrepresentative such as a sunlit wall or above a supply register. Frequent starting is hard on a compressor, so it is worth resolving rather than living with.
Musty smell when the system runs
Usually biological growth on the evaporator coil or in a condensate pan that is not draining properly. It is a cleaning job rather than a mechanical fault, but it does not resolve on its own and it is worth dealing with rather than masking.
What to expect from the visit
A reasonable diagnosis on a cooling call includes measuring the refrigerant charge properly rather than by eye, checking the temperature drop across the indoor coil, and inspecting the condenser coil and the condensate path. If low refrigerant is diagnosed, the follow-up question is always the same one: where is it leaking, and what does repairing that cost compared with replacing the system?

My AC runs constantly but the house never gets cool. Why?
The system is running but not moving enough heat out of the house. The usual causes are low refrigerant because of a leak, a dirty outdoor condenser coil that cannot reject heat, a badly restricted filter or evaporator coil, or a failing compressor. On the hottest afternoons some of it is simply capacity: a correctly sized system is designed to run almost continuously in extreme heat, so long run times alone are not proof of a fault if the house is actually holding temperature.
There is ice on the copper pipe at my AC. What do I do?
Turn the cooling off at the thermostat and set the fan to ON. Leave it like that until the ice has completely melted, which can take several hours. Running a system with a frozen evaporator coil pushes liquid refrigerant back to the compressor, and replacing a compressor is one of the most expensive repairs on a residential system. While it thaws, change the filter and make sure supply vents are open — restricted airflow is the most common cause. If it freezes again after thawing, it needs a technician.
Can I just get my refrigerant topped up?
Refrigerant is not consumed. It circulates in a sealed loop, so if the charge is low there is a leak somewhere. Adding refrigerant without finding that leak means paying again next season while the leak gets worse, and it is why a system that gets 'topped up' every year is usually a system nobody has properly diagnosed. Ask for the leak to be located, and ask what it will take to repair it.
The outdoor unit hums but the fan is not turning. What is that?
That symptom very often points at a failed run capacitor, which is a common and comparatively inexpensive part. It can also be the contactor or the fan motor itself. Do not try to start the fan by hand or open the unit: capacitors store a dangerous electrical charge even after the power is off. Switch the system off at the thermostat and the outdoor disconnect so the compressor is not straining against a fan that will not run.
There is water on the floor near my furnace in summer. Is that the AC?
Almost certainly. Your indoor coil pulls a large amount of humidity out of the air, and that water drains away through a condensate line. When the line clogs with algae or debris the pan overflows, and most systems have a float switch that shuts cooling off to prevent water damage — so 'the AC stopped and there is water' is a single problem, not two. Clearing a condensate drain is routine work.
My air conditioner is old and uses R-22. Does that change anything?
It changes the economics of a repair. Production and import of R-22 in the United States ended on 1 January 2020, so systems that use it now depend on recovered and reclaimed supply. Your existing system can keep running and can still be serviced, but any repair that involves recharging it is working against a limited and comparatively costly supply. If an R-22 system needs a significant refrigerant-circuit repair, it is worth pricing replacement at the same time.
