What a heat pump actually is
A heat pump does not create heat by burning anything. It moves heat from one place to another, using the same refrigeration cycle as your air conditioner — which is why a heat pump is an air conditioner that can also run in reverse. In summer it takes heat out of your house and rejects it outside. In winter it takes heat out of the outdoor air, even cold outdoor air, and brings it inside.
That is why efficiency figures for heat pumps look implausible at first glance. Moving existing heat takes less energy than generating heat, so a heat pump can deliver more heat energy into the house than the electrical energy it consumes. It is not a violation of anything; it is a pump, not a furnace.
The honest version of the cold-weather question
As outdoor temperature drops, there is less heat available to move, so the heat pump’s output falls at exactly the point your house needs the most. Modern cold-climate equipment holds capacity far better than older units did, but the curve still goes the same direction.
Every well-designed installation therefore answers one question explicitly: what covers the house on the coldest nights of a Western Pennsylvania winter? The two normal answers are electric resistance backup heat, which is straightforward but expensive to run, or a gas furnace in a dual-fuel arrangement, which is why dual fuel is so common in a region where most homes already have gas service and a furnace sitting in the basement.

What matters is the published performance data: how much heat the unit still delivers at low outdoor temperatures, and how efficiently it does so. Why does the air from my vents feel cool with a heat pump?
Because it is cooler, and this is normal rather than a fault. A gas furnace delivers air well above body temperature, so it feels hot on your skin. A heat pump typically delivers air in a range that is warmer than the room but below body temperature, so standing in front of a register it can feel almost cool while still heating the house perfectly well. It is the single most common complaint from people new to heat pumps, and it is an expectation problem rather than an equipment problem — but it is a real one, and worth knowing before rather than after.
My outdoor unit is steaming and blowing cold air. Is it broken?
Almost certainly not — that is a defrost cycle. In cold damp weather the outdoor coil accumulates frost, so the system briefly reverses to melt it off. You may see steam rising from the outdoor unit, hear the sound change, and feel cooler air indoors for a few minutes. It is normal and self-correcting. If it happens constantly, runs for very long periods, or the coil stays encased in ice, that is worth a service call.
What is dual fuel and why does it come up so often here?
A dual-fuel system pairs a heat pump with a gas furnace. The heat pump handles heating in mild and moderate weather, and the furnace takes over below a changeover temperature. It comes up frequently in this area because most homes already have natural gas service and an existing furnace, so the incremental step is replacing the outdoor air conditioner with a heat pump rather than re-engineering the whole house. It also removes the anxiety about the coldest nights, because the furnace is still there.
Will a heat pump cut my heating bills?
We cannot honestly promise that, because it depends on the price you pay for electricity against the price you pay for natural gas, on your equipment's efficiency, and on how your home uses energy. In a region with established natural gas service, a heat pump does not automatically undercut a modern gas furnace on running cost the way it often does where heating is electric resistance or oil. Ask a contractor to work the comparison using your actual utility rates and your actual usage, and treat any answer that skips that step as marketing.
Are there rebates or tax credits for a heat pump?
The federal Section 25C credit no longer applies to equipment placed in service after 31 December 2025, so it is not available for an installation now. Utility rebate programs are a separate matter and several Pennsylvania utilities have offered heat pump incentives, but the amounts, eligibility rules and application windows change during the year and some close mid-season.
